Market Entry Options for Saudi Arabia

Sole Proprietorships

Foreigners can now trade in Saudi Arabia as sole traders.


Foreign companies may choose to do business in Saudi Arabia by forming a limited partnership.

Representative office

Foreign companies/businesses may set up a representative office that provides them with an independent base in the market. This form is more common among foreign manufacturers to market their products.

Branch Office

Foreign companies may register a wholly foreign-owned Saudi branch office, provided that they obtain the requisite license.A branch office entails a more dedicated approach than a commercial agent

Commercial Agent

Foreign businesses/companies can trade through agencies/distributors. Agencies and distributorships are governed by the Commercial Agencies Regulations and the related Implementing Rules.

Sponsorship and Temporary Commercial Registration

Foreign companies may choose this option if the Saudi Customer sponsors the business or by seconding it's employees to the Saudi Customer (Private Sector). If the client is Saudi government then foreign companies need to obtain TCR (Temporary Commercial Registration). 

Joint Stock Corporation

Foreign companies may choose to form a Joint Stock Corporation (JSC) with at least five shareholders holding transferable shares.

Limited Liability Company (LLC)

Foreign companies may choose this option either by owning 100% shareholding or by entering into joint venture with a Saudi Partner.
